Job Description

The Provincial m-Health Officer is responsible for coordinating all aspects of the Mentor Mother intervention M&E activities in all implementing health facilities in the province. This will include provision of Provincial PMTCT / MNCH technical oversight, establishing and maintaining site level data quality and data management; overseeing routine data collection, entry, analysis, reporting and filing; building capacity of site level and provincial program staff on data use for decision making and use of electronic tools; and ensuring integration of the Mentor Mother M&E into, and supporting M&E activities of, the USAID ZIH project. The Provincial m-Health Officer will work closely with members of the ZIH program team to support data-driven program performance monitoring and improvement efforts. S / He will provide strategic M&E direction to enhance performance data management, M&E improvement strategies, monitor and ensure timely reporting on m2m services, monitor and ensure reliable and effective use of the digital client management system to enhance effective and efficient management of m2m clientele through, active follow up on dues and late appointments.

The Provincial m-Health Officer will monitor and ensure quality improvement of site level PMTCT / MNCH services. Provide technical guidance based on MoH guidelines and protocols.

The position will be based in Ndola, Copperbelt Province.

Key Performance Areas :

Mentor Mother Site Implementation

  • Manage Mentor Mother program implementation at health facility and community level, ensuring quality service delivery to clients
  • Manage the use of electronic client management tools at facility and community
  • Manage integration of Mentor Mother services into the health facilities and community activities.
  • Build and maintain strategic relationships with health facility staff and other implementing partners working in the facility and the community, to maximize retention in care and adherence to treatment.
  • Develop and implement provincial site management workplan
  • Manage performance of the Site and Community Coordinators including work schedules and leave for all site Provide site level mentorship to mentor mothers including provision of supportive supervision
  • Provide performance improvement strategies to all sites to enhance Virtual mentor mother’s platform deliverables
  • Provide weekly / monthly site level performance BIO data review to enhance dues / dones
  • Support integration and adaptation of Mentor Mother intervention M&E systems and results with USAID ZIH M&E

Performance Monitoring and Improvement

  • Conduct data verification and triangulation to ensure quality improvement and performance monitoring of data being reported
  • Review and monitor site level performance data versus paper based data to reduce discrepancies with Comm.care / DHIS2.
  • Monitor monthly facility data, compile and assess areas for quality / service improvement.
  • Review consolidated data reported into DHIS2 m2m systems on a monthly basis.
  • Conduct site-level supervision and monitoring activities and monthly quality improvement and performance.
  • Monitor monthly facility and community-level data, compile and assess areas for quality / service improvement.
  • Consolidate data and report and M&E teams and provincial / district stakeholders.
  • Develop and implement geo-location improvement plans, roll-out interventions to promote continued service integration, quality and effectiveness (where needed)
  • Conduct on-site capacity building of site staff and contribute to / co-facilitate in-service trainings.
  • Review and develop recommendations to enhance the performance of Comm.Care to respond to country specific indicator needs
  • Provide M&E data for m2m required reporting under USAID ZIH subcontract
  • Serve as Strategic Information focal person for m2m within USAID ZIH consortium in the province
  • Stake Holder Engagement

  • Represent m2m in respective technical Working group i.e. M&E etc
  • Managing strategic relationships with Provincial and District Medical Offices including MNCH / PMTCT counterparts at all levels of implementation including other implementing partners / stakeholders
