Habitat for Humanity ZambiaLusaka, ZambiaHabitat for Humanity Zambia (HFHZ) is an affiliate of the Habitat for Humanity International network and is a non-governmental organization that has been in existence in Zambia since . HFHZ’s mandate is to fulfil its vision “a world where everyone has a decent place to live” and a mission “seeking to put God’s love into action, Habitat for Humanity brings people together to build homes, communities, and hope”.
Since its establishment in Zambia, HFHZ has served the most disadvantaged, vulnerable households and communities by providing and promoting decent housing, water, and sanitation, savings and financial literacy, and advocacy on land and housing rights with an emphasis on gender equality, ensuring that no one is left behind.
HFHZ’s Strategic Plan provides a basis for implementation of HFHZ’s mandate between July and June and will serve to communicate priorities, agenda, and case for support to current and prospective collaborators, donors and partners.
Habitat Zambia Strategic Objectives :
1) Community Impact Pillar – the goal is to improve housing conditions for poor communities through sustainable construction and basic services.
2) Sector Impact Pillar – brings together People-Public-Private-Partnerships (P4) to promote policies and systems that advance access to adequate and affordable housing, particularly for excluded groups in society.
3) Societal Impact Pillar – the goal is to serve as a leading voice in growing awareness of housing as a critical foundation for eliminating barriers to a better, healthier, and more financially stable life.
Our Programme Areas
For Habitat Zambia to reach impact and scale at all levels – at national, regional, and global – key barriers to adequate housing can be addressed under the four key programmatic frameworks, namely :
1. Habitability – focusing on Housing and Informal Settlement Upgrading.
2. Basic services – focusing on Water, Sanitation, and Hygiene (WASH).
3. Tenure security – focusing on facilitating tenure security documents.
4. Affordability – focusing on Housing Finance and Community Empowerment.
HFHZ uses a people-centered approach that engages, leverages, and gives urgency to the low-income communities to reflect on the housing ecosystem from the perspective of underserved households to understand where, when, why, and how the system fails them. Furthermore, Habitat’s work centres on people’s capabilities, vulnerabilities, and voices.
2. EVALUATION PURPOSE AND OBJECTIVES :
2.1 Purpose
The primary purpose of the Mid-Term Evaluation (MTE) is two-fold :
- To provide an independent and objective assessment of the strategy’s relevance, effectiveness, efficiency, and early signs of impact of the Habitat for Humanity Zambia 5-year Strategic Plan (July to June ).
- To align the remaining implementation period of the current HFHZ strategic plan to the Habitat for Humanity International 50 for 50 Strategy.
- Assess the progress made towards achieving the Strategic Plan’s objectives and expected outcomes.
- Identify key successes, challenges, and lessons learned during the first half of the implementation period.
- Provide evidence-based recommendations for adjustments and improvements to the Strategic Plan and its implementation strategies for the remaining period.
- Provide alignment to the HFHI 50 for 50 strategy and demonstrate to scale impact by committing to :
- Build More and Better Homes – Improve housing conditions for 3 million people through new construction and improvements.
- Transform Housing Systems – Contribute to improvements in the performance of housing markets that benefit 14 million people
- Transform Housing Systems – Contribute to policy changes that advance access to quality affordable housing for 30 million people
- Inspire Action for Housing – Mobilize 3 million people and activate deeper engagement on housing issues

- To what extent are the goals and objectives of the Strategic Plan still relevant to the current needs and priorities of the target beneficiaries and stakeholders?
- How well does the Strategic Plan align with the broader development context in Zambia including national policies and international agendas
- Are the strategies and approaches outlined in the Strategic Plan (especially around the programme areas) appropriate for addressing the identified needs and challenges in alignment with the 50 for 50 Strategy?
- What progress has been made towards achieving the stated objectives and expected outcomes of the Strategic Plan at the mid-term? (Provide specific examples and data where possible).
- Which strategies and activities have been the most and least effective in contributing to the achievement of the Strategic Plan’s objectives? Why?
- What internal and external factors (e.g., organizational capacity, partnerships, political context, economic conditions) have significantly influenced the effectiveness of the Strategic Plan’s implementation?
- To what extent have cross-cutting issues (e.g., gender equality, disability, environmental sustainability, social inclusion) been effectively integrated into the implementation of the Strategic Plan?
- Have resources (financial, human, material) been utilized efficiently in the implementation of the Strategic Plan?
- Are there any areas where resource utilization could be improved to enhance efficiency?
- What is the perceived cost-effectiveness of the key strategies and activities undertaken?
- What are the early observable changes or effects (intended and unintended) resulting from the implementation of the Strategic Plan on the target beneficiaries and other stakeholders? (Provide specific examples and preliminary data where possible).
- Are there any emerging trends or significant shifts that can be linked to the Strategic Plan’s interventions?
- To what extent are the capacities of local partners and beneficiaries being strengthened to ensure the sustainability of results?
- Are there adequate mechanisms in place to support the continuation of successful initiatives up to the end of the strategy plan term or beyond the Strategic Plan period?
- What potential risks or challenges could hinder the long-term sustainability of the outcomes achieved?
- Inception Report : This report, to be submitted within 5 days following the inception meeting and engagement, will detail the evaluation team’s understanding of the ToR, the proposed methodology (including data collection instruments and sampling strategy), a detailed work plan with timelines, and a list of key stakeholders to be consulted. Habitat Zambia must first approve the methodology, tools, and final report before proceeding with the evaluation. Before the commencement of the evaluation, the consultant must provide the data collection to Habitat for addition and pre-testing.
- Draft Evaluation Report : A comprehensive draft report, to be submitted within 2 weeks after the completion of data collection, outlining the evaluation findings, analysis, conclusions, and preliminary recommendations.
- Presentation of Preliminary Findings : A presentation of the key findings and preliminary recommendations to the HFHZ Senior Management Team and the Board, and the dissemination to Habitat for Humanity Staff – 7 days
- Final Evaluation Report : A revised and finalized report not exceeding 40 pages, incorporating feedback received on the draft report, to be submitted within 2 weeks after receiving comments on the draft report. Submission of the Reframed Strategic Plan that aligns with the 50 for 50 Strategy . The consultant will use the findings of the evaluation to align the – Strategic Plan to the 50 for 50 strategy as a separate document to the evaluation report.
- Team leaders should have at least a master’s degree with a minimum of seven years’ experience in the field of social science, development studies, statistics, monitoring and evaluation, results-based management, related social science fields or business administration or strategic management.
- Experience in strategic planning, and evaluation, with practical experience in Zambia or in a similar context.
- At least 10 years of experience working with international organizations and donors, evaluating projects with multiple partners with complex implementation modalities.
- Relevant subject matter knowledge and experience in the housing sector, advocacy, financial inclusion, Housing finance, gender, Climate resilience, and capacity strengthening.
- Experience in mixed methods approaches in research and surveys.
- Excellent analytical, writing, and communication skills.
- Technical proposal not exceeding 20 pages including a) project background, b) proposed report structure, c) any ethical considerations, and d) work plan.
- Explanation of overall approach and timing of engagement.
- Confirmation of your status as an institution / firm or (in the case of an individual consultant) independent contractor or employee of a consultancy firm or research institution (for contracting purposes).
- Related experience of the applicant entity(s) with curricula Vitae (CV) for consultant / all team members applying for consideration, with the contact details of three professional referees.
- Financial proposal in Zambian Kwacha (ZMW) itemizing estimated costs for services rendered (daily consultancy fees) and any other related supplies or services required for the consultancy.
- At least one sample report similar to that described in this TOR.

- The consultants shall support the process by ensuring that the study is designed and conducted to respect and protect the rights and welfare of the people and communities involved and to ensure that the study is technically accurate and reliable, is conducted transparently and impartially, and contributes to organizational learning and accountability. The consultants will also commit to adhering to Habitat for Humanity’s Safeguarding Policy and Code of Conduct. Additional terms and conditions of service shall be spelt out in the contract.
- All products resulting from this study will be owned by Habitat for Humanity Zambia. The consultants will not be allowed, without prior authorization in writing, to present any of the analytical results as their own or to make use of the research results for private publication purposes.
- The budget for the consultancy should include all relevant costs including professional fees (consultant team as well as local staff, including enumerators etc.), travel, local transport, accommodation etc.). The budget should be presented for discussion with HFHZ. A detailed and easy-to-follow budget is expected with budget notes.
- Tax and insurance : The consultant / s shall be responsible for own tax and insurance during the assignment.

2.2 Evaluation objectives
The following are the objectives of this evaluation :
Scale up building, repair, and home improvement innovations
Expand integration of energy efficient and climate resilient strategies
Strengthening Habitat’s position in disaster resilience and recovery
Improve access to housing finance
Test and scale product and service innovations that help housing markets build more and better
Accelerate locally led advocacy around coordinated policy priorities
Invest in research to increase our influence through data and evidence
Expand and deepen local volunteering
Increase understanding of housing’s contributions to health, education, equity, and economic outcomes
2.3 Specific objectives
The specific objectives of this evaluation are based on the OECD Criteria are as follows :
a. Evaluate the extent to which the current Strategic Plan addresses the priority needs and challenges of the target beneficiaries and stakeholders in Habitat Zambia’s impact areas (communities)
b. Assess the alignment of the Strategic Plan priority results with national / regional development priorities and relevant international frameworks.
c. To what extent the results achieved so far, contributed to the objectives & priorities of the Strategic Plan
d. Assess the emerging needs of Habitat for Humanity and its stakeholders?
e. To align the current strategy to the 50 for 50 Africa Strategy based on the learning from the current strategy.
a. Assess the progress made towards achieving the intended objectives and expected outcomes of the Strategic Plan at the mid-term.
b. Identify the key factors (internal and external) that have contributed to or hindered the achievement of these objectives and outcomes.
c. Assess the extent to which cross-cutting issues (e.g., gender equality, disability, environmental sustainability, social inclusion) have been effectively integrated into the implementation of the Strategic Plan
a. Assess the level of utilization of resources (financial, human, and material) in the implementation of the Strategic Plan.
b. Assess the extent to which HFHZ technical and operational capacity contributed to the achievement of the results of the strategic plan
c. Identify any areas of improvement in resources utilization to achieve strategic plan priorities and objectives.
a. Assess the early signs of intended and unintended consequences of the Strategic Plan priorities implementation on the target beneficiaries and other stakeholders.
b. Assess how the different stakeholders have been affected by the results achieved.
c. Identify any emerging trends or significant changes that can be attributed to the implementation of the Strategic Plan.
a. Assess the extent to which the initiatives and outcomes of the Strategic Plan are likely to be sustained beyond the project period.
b. Identify any factors that may threaten the long-term sustainability of the achieved results.
3. EVALUATION SCOPE AND QUESTIONS :
This MTE will cover the strategic pillars (Community, Sector, and Societal Pillars) and programme areas, objectives, and activities outlined in the 5-year Strategic Plan for the period July – June . Secondly, the evaluator will support re-framing the strategic plan in alignment to the 50 for 50 Strategy. The evaluation will focus on the following key questions, categorized by the evaluation criteria :

4. EVALUATION METHODOLOGY AND DELIVERABLES :
4.1. Evaluation Methodology
The evaluator is expected to frame the evaluation methodology and evaluation approach data collection approached. Additionally, the evaluator will be expected to outline clearly the evaluation criteria using the OECD DAC Criteria.
4.2 Evaluation Deliverables
The duration of the midterm evaluation of the strategic plan will be 40 days

4.3 Management and Coordination :
The Consultant will, on the technical aspect of the assignment, be reporting to the Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist with overall supervision by the Programs Director.
