Preparation of a Position Paper on the need for renewable energy for community climate resilience

1. Background

The Zambian Governance Foundation (ZGF) is dedicated to strengthening local communities and civil society capacities for sustainable development. Our mission focuses on leveraging both available and untapped resources, fostering community-led development ethos, and promoting the core principles of the Shift the Power movement. Through active engagement with various stakeholders, ZGF advocates for investment in local communities and civil society organisations (CSO) initiatives, and increased community awareness about climate change and its impacts.

ZGF has been working with communities in Luangwa and Rufunsa district, in enhancing climate resilience through the projection of forests and the use of sustainable energy. These communities have developed unique strategies to raise awareness about environmental sustainability and resilience.

In this context, ZGF seeks to engage a consultant to develop an easy-to-read position paper on the need for renewable energy for community climate resilience. The position paper will draw from the existing analysis of studies conducted during phase I of the project. It will be disseminated to all key stakeholders through radio programs, drama performances and printed materials as part of an advocacy campaign aimed at promoting sustainable energy solutions and combating deforestation.

2. Scope of Work

The consultant will be responsible for developing a Position Paper that :

  • Is clear and concisely conveys the core message, avoiding ambiguity and keeping the core message simple.
  • Tailors the content to the audience’s interests, knowledge level, and cultural background.
  • Summarizes key research recommendations from studies conducted by ZGF during Phase I.
  • Highlights communities’ perspective, particularly those of women on indigenous forest protection and sustainable energy.
  • Captures community demands regarding access to sustainable energy solutions.

Through this Position Paper, citizen groups and grassroot organisations will be equipped to engage district level stakeholders effectively in supporting the protection of indigenous forests. Furthermore, it will contribute to raising awareness about climate change and renewable energy solutions within rural communities.

3. Objective

The primary objective of this assignment is to develop a well-structured and easy-to-read position paper that advocates for renewable energy as a key component of community climate resilience. This document will be widely distributed using various media and Information, Education, and Communication (IEC) materials to stakeholders.

4. Expected Outputs

The consultant is expected to deliver;

  • A final position paper summarizing research findings and policy recommendations.
  • A version of the position paper tailored for public dissemination through simplified formats (e.g., leaflets, radio scripts).
  • Engagement with ZGF to ensure alignment with advocacy goals and communication strategies.
  • 5. Duration

    The assignment shall commence no later than 31st March to 11th April . The maximum total number of input days for this assignment is ten working days.

    6. Required Competencies and expertise (qualifications)

    The consultant should possess the following qualifications and expertise :

  • Proven experience in developing position papers, policy briefs, or advocacy documents.
  • Knowledgeable in climate change mitigation strategies in rural Zambia.
  • Experience in conducting advocacy work at community level, particularly in rural settings.
  • Ability to put together research findings into clear, accessible language.
  • Submission of Proposals : Interested consultants are invited to submit their proposals, including their approach, work plan, and relevant experience, before 26th March, as the application deadline.
