TERMS OF REFERENCE

END-LINE EVALUATION : BEYOND THE NUMBERS : MAKING THE BUDGET WORK FOR THE PEOPLE(Ref : EuropeAid / / DD / ACT / ZM)

1.0 BACKGROUND

With financial support from the European Union under the Support to Effectiveness and Transparency in the Management of Public Resources (EFFECT) Programme, Oxfam in partnership with the Zambia Council for Social Development (ZCSD) and the Non-Governmental Gender Organisations’ Coordinating Council (NGOCC) has been implementing the project : “ Beyond the Numbers : Making the Budget Work for the People “.

The project seeks to enhance the accountability and effectiveness of public resource management in Zambia by increasing the participation of citizens and civil society in national and sub-national planning, budgeting, and oversight processes. The project contributes to the broader EU EFFECT Programme objective of fostering sustainable and inclusive economic growth through increased domestic revenue mobilization and effective use of public resources.

Overall Objective of the Project : The Overall Objective of the action is to promote greater accountability and better public service delivery through increased capacity and engagement of citizens and civil society in the formulation, enactment, implementation, and oversight of Zambia’s national budget.

The Specific Objectives of the action :

Specific objective 1 : Generate interest and increased access and understanding of citizens and citizen groups on the significance of budget formulation and implementation for local development.

Specific objective 2 : Increased influence of CSOs in budget analysis, tracking and oversight.

Specific objective 3 : The needs and feedback of Civil Society Actors (including citizen groups and CSOs) is accepted by duty bearers.

Oxfam, therefore, calls for applications from experienced and qualified individuals or consulting firms to conduct a Mid-term evaluation of the project.

2.0 OBJECTIVE OF THE ENDLINE EVALUATION

The evaluation aims to assess the relevance, effectiveness, efficiency, sustainability, and impact of the project, and to generate insights that will inform future programming and ensure accountability to stakeholders.

Specific Objectives

  • Assess the achievement of project milestones, targets, and deliverables.
  • Evaluate the contribution of activities and outputs to project outcomes and objectives.
  • Examine the quality, relevance, and effectiveness of project interventions.
  • Identify risks, challenges, and lessons learned during implementation.
  • Propose practical recommendations for future related governance and social accountability programming.

3.0. METHODOLOGY

The evaluation will adopt a mixed-methods, gender-sensitive, and participatory approach, including both qualitative and quantitative tools. The consultant(s) will :

  • Conduct a desk review of project documentation including the proposal, log frame, periodic reports, and monitoring data.
  • Produce an Inception Report detailing the evaluation methodology, tools, sampling design, and workplan for approval by Oxfam.
  • Undertake primary data collection, ensuring alignment with the project’s results framework. Data collection should span national, provincial, and district levels.
  • Ensure robust data analysis, integrating both qualitative and quantitative findings.
  • Deliver a draft report for validation by partners, followed by a final report incorporating feedback.
  • 4.0. SCOPE AND SAMPLING

    The evaluation will cover the full implementation period (–) and focus on all target locations and actors involved. A cross-sectional sampling approach, covering both macro (national) and meso (district / community) levels, will be applied. The consultant will work with Oxfam to define a sampling frame that ensures inclusivity, gender balance, and geographic representation.

    5.0 RESPONSIBILITIES OF CONSULTANTS

    The consultant(s) will :

  • Design and finalize the evaluation methodology and tools.
  • Train and manage data collection teams.
  • Clean, code, and analyze data.
  • Submit clean datasets and all field notes.
  • Update project log frame with end-line data.
  • Produce a draft and final evaluation report.
  • Present findings to Oxfam and partners.
  • Adhere to Oxfam’s safeguarding and ethical research standards.
  • 6.0 RESPONSIBILITIES OF OXFAM

    Within its policies and practices, Oxfam’s primary responsibility is to help the consultants achieve the objective of the TOR. Specifically, Oxfam, will be responsible for : -

  • Providing relevant project documentation.
  • Facilitating access to stakeholders and field sites.
  • Reviewing and approving the inception report, data collection tools, and draft report.
  • Coordinating with implementing partners to support the evaluation process.
  • Providing orientation on safeguarding and ethics.
  • 7.0 DELIVERABLES

    The following deliverables are expected under this TOR :

  • Inception report (Detailed end-line framework detailing design and implementation plan that is agreeable with Oxfam and partners in Zambia)
  • Data collection tools developed / used by consultants made available to Oxfam for future use.
  • End-line final report in both three hard copies and e-copy (not more than 50 pages excluding annexes)
  • Complete cleaned data set that supported both quantitative and qualitative study on Flash Drive and or as email attachment.
  • PowerPoint presentation summarising the end-line study
  • Updated project log frame based on the End-line findings(annexed).
  • 8.0 SELECTION CRITERIA

    S / N Criteria Details Requirement 1 Technical Proposal A comprehensive technical proposal detailing the consultant’s understanding of the assignment, proposed methodology, work plan, and timelines for delivery. Mandatory 2 Financial Proposal A clearly itemized financial offer in EUR, showing :

  • Budget with detailed breakdown by deliverables, person-days, or hours
  • Total cost, inclusive of Withholding Tax (WHT). Applicable WHT rates : 15% for local consultants, 20% for international consultants
  • Mandatory 3 Curriculum Vitae(s) CV(s) of proposed consultant(s) with relevant academic qualifications and proven experience in Economics, Public Finance Management, Governance, social accountability or related fields. If a team is proposed, roles and responsibilities must be clearly outlined. Mandatory 4 References At least two professional references from previous clients for similar assignments, preferably within the past five years. Mandatory 5 Proof of Registration For Consultancy Firms : Submit a copy of the organization’s Certificate of Registration, TPIN, and Valid Tax Clearance Certificate.

    For Individual Consultants : Submit the TPIN and Valid Tax Clearance Certificate of the lead consultant.

    Mandatory 6 Evidence of Previous Work At least two samples of previous assignments related to governance, public finance, social accountability or evaluation conducted in the last five years. Mandatory

    9.0 WORK SCHEDULE

    Oxfam expects the consultant to finish within 30 working days from the day of signing the contract (Specific dates to be agreed with the successful consultant). Failure to adhere to timelines is a violation of a contract and it may lead to termination of contract.

    10.0 BUDGET

    The total budget allocated for this consultancy is Eur 20,.00. The consultant should provide a detailed budget proposal, outlining all costs related to the survey, data collection, analysis, and reporting. The budget should also consider any necessary travel expenses for field visits.

    11.0 SUPERVISION AND MANAGEMENT

    Oxfam will supervise the process, specifically the Monitoring, Evaluation and Accountability and Learning (MEAL) / Program Quality team. The consultant is expected to work and interact with PQ / MEAL on a continuous basis.

    12.0 ETHICS AND SAFEGUARDING

    Oxfam has a zero-tolerance policy towards inaction against sexual harassment, exploitation, and abuse. Oxfam’s ethics for safeguarding will be emphasized and remain mandatory throughout the process of the undertaking of the mapping study. Engagements and support will aim to create and maintain safe, equitable, and inclusive culture where all those who work for and with Oxfam as well as those in the communities where Oxfam operates are treated with dignity and their rights and voices are heard and respected.

    Selected consultants will be expected to read, sign, and adhere to the Oxfam Code of Conduct for no Oxfam staff and follow Oxfam’s Ethical Content Guidelines.
